He is an associate investigator of CADEP and is a titular professor of the Econometrics II department in the Economic Sciences faculty in the Universidad Nacional de Asunción, and of Statistics in the Teaching of Economics and Finances in the Administrative School of Business and Superior Studies of Asunción (EDAN).  He was formerly a consultant in fiscal policy for the Treasury Department of Paraguay.

Holds a PhD. in Economy from the Universidade Estadual de Campinas, UNICAMP, and is a professor for the Economics Institute at UNICAMP.  He is also a professor for the Facultades de Campinas (FACAMP), and the Coordinator for the Núcleo de Economía Industrial y de Tecnología (NEIT) for the Economics Institute at UNICAMP.  He is the author of various publications in specialized magazines, as well as chapters of books about Productive Internationalization, Company Commerce, Productive Restructurization and Competivity, and Sectorial Studies.

João Alberto De Negri has 20 years in the professional activity dedicated to the reseach in Economics. PhD. in Economics of the Universidade de Brasilia (2003) and Master?s in Economics from the Universidade de Minas Gerais (1996). He works as a research fellow for IPEA since 1996: He was General Coordinator of the Secretary of Foreign Affairs in the Ministry of Public Works, Industry and Foreign Trade of Brazil in 1999, Director and Vice-president of the IPEA from 2005 to 2007. Member of the Administration Council at FINEP in 2008-2009 and 2010-2011. He coordinated several studies on the Brazilian industry, with emphasis on technological innovation and has published many books on the subject. He has actively participated in the elaboration of the Industrial Policy and the Foreign Trade (PITCE) in 2003 and the Policy of Production Development (PDP) in 2007. He is consultant of the World Bank and the Inter-American Development Bank and coordinated research projects oriented towards the execution of the PDP for the Brazilian Industrial Development Agency (ABDI) and the Export Promotion Agency (APEX). He also coordinated research projects on the evaluation of the National Scientific and Technology Development Fund (FNDCT) for the Science and Technology Ministry of Brazil. He has a vast experience in the area of economics, especially on industry, innovation, technology, firms, and economic integration.

Currently he is Planning and Research Technician at the Instituto de Pesquisa Econômica Aplicada (IPEA) and professor at the Instituto Brasileiro de Mercado de Capitais (IBMEC/Rio). He has experience in the area of environmental economics, especially on the economic impact of climate change, socio-environmental impacts of the production of bio-fuel and water management.

He specializes in institutional economics and politics and political economy, with focus on developing countries. He has held Visiting Professorship positions in Economics, Political Science, and Latin American Studies at Yale, Harvard, and Tel Aviv University, Columbia and UCLA. He has been President (2004-2005) of the Latin American and Caribbean Economic Association. He was recipient of a Guggenheim Foundation Fellowship (2006-2008). He has advised several Latin American governments and international organizations. He has published articles in American Economic Review, American Journal of Political Science, American Political Science Review, Journal of Monetary Economics, Journal of Development Economics, Economics & Politics, Journal of Law, Economics and Organization, Journal of Public Economic Theory, Journal of Institutional and Theoretical Economics, International Economic Review, Journal of Conflict Resolution, International Labor Review among others. His most recent books are How Democracy Works? Political Institutions, Actors and Arenas in Latin American Policymaking (2010), Policymaking in Latin America: How Politics Shapes Policies (2008) and The Institutional Foundations of Public Policy in Argentina (2007).

He is the author of articles published in international journals and chapters in diverse books.
