Holds a degree in Economy from the Universidad Católica de Asuncón and is a specialist in Applied Economics from the Pontificia Universidad Católica. He is an associate investigator of CADEP and is a titular professor of the Econometrics II department in the Economic Sciences faculty in the Universidad Nacional de Asunción, and of Statistics in the Teaching of Economics and Finances in the Administrative School of Business and Superior Studies of Asunción (EDAN).  He was formerly a consultant in fiscal policy for the Treasury Department of Paraguay.

Holds a Ph.D. from the University of Massachusetts-Amherst and a Master's from the University of Wisconsin-Madison.  He is the academic director of Teaching in Politics and Public Management in the Universidad Católica/CADEP.  He is a professor of Macroeconomy in the Universidad Católica and the Universidad Nacional de Asunción.  He is the directer and a researcher for CADEP in themes regarding Public Politics and is member of the board for the Association of Paraguayan Studies. Currently he is Minister of Economics and Finance of Paraguay.

Holds a Master's in International Politics and Economics from SAIS, the Johns Hopkins University and is a senior researcher for CADEP.  He has been the principal advisor to the Treasury Department of Paraguay regarding commerce and integration, and a special advisor to the Department of Foreign Relations in themes relating to the Mercosur.  He is the author of numerous publications specialized in economy and international politics, as well as in themes specific to commerce, integration and competition

Master in Economics (Universidad de los Andes, Colombia). Economist (Universidad Nacional de Asunción), Professor of Advanced Macroeconomics at the Facultad de Economía de la Universidad Nacional de Asunción, and ?International negotiations theory? at the University of Cono Sur de las Américas. He's researcher for the CADEP, and has worked in different topics like international trade, trade politics, general balance models, and economic growth. He was Director of fiscal policy and Coordinator of the National Technical Unit of FOCEM. Nowadays he's chief of the Integration Research Departament at the Ministry of Treasury of Paraguay. 

Holds a Ph.D. in Economy from the University of Buenos Aires (UBA) and is a researcher for CEDES and CONICET. He is a professor of Macroeconomy at the UBA and at the San Andrés Univeristy. He was the former head of the Economics department at UBA and directed the Specialization in Capital Markets degree program for the UBA-MERVAL-Bolsa de Comercio agreement. He has directed and coordinated many international research projects and has published numerous consultory and investigative works for ECLAC, IADB, G-24, UNCTAD, IDRC and GDN.

Agricultural expert, MBA, he is a professor Business Strategies and Inversion Projects for the Department of Economy for the Faculty of Social Sciences at the Universidad de la República.  He is also a profesor for the Industrial Development Center and is the director of the LatinAmerican Society for Strategy (SLADE).  In recent years, he has participated in diverse studies linked to the analysis of Uruguayan industrial competitivity, principally from a business strategy point of view.  He has also contributed to the evaluation of strategies and investment projects, as well as to those linked to innovation and the development of products.

Holds a degree in Economy from the Universidad de la República and a PhD from Göteborg University.  He is currently a professor of Microeconomics from the Universidad de la República and a professor of Labor for the ORT University.   In addition, he is the present Coordinator for the Microeconomics Topic Unit for the Economics department for the Universidad de la República and the Coordinator for the Network on Inequality and Poverty of Latin American Countries LACEA/IADB/WB and is the author of numerous articles and working papers regaarding economics, social aspects of Latin American countries, and Uruguayan issues that have been published in specialized journals.

Paulo Bastos Tigre is Professor of Industrial Economics at Federal University of Rio de Janeiro (UFRJ). He has a degree in economics (UFRJ, 1974), a Master in Production Engineering (UFRJ, 1978) and a PhD in Science and Technology Policy (University of Sussex, UK. 1982). He was visiting research fellow in University of California Berkeley (1997), University of Brighton (1994) and Université de Paris XIII (1996) and has served as consultant and advisor to several national and international institutions. Author of more than 70 books and articles in the field of innovation, information technologies, and electronic commerce.

Associated Professor of the Economics Institute of the Universidade Federal do Rio de Janeiro (UFRJ), where he teaches since 1990. BA in Economics from the UFRJ, with a post-graduate degree from ILPES/CEPAL. Master?s in the UFRJ, and PhD. from the University College London and Post-Doctorate from Oxford University. One of the pioneers in the area of environmental economics in Brazil. João Alberto De Negri has 20 years in the professional activity dedicated to the reseach in Economics. PhD. in Economics of the Universidade de Brasilia (2003) and Master?s in Economics from the Universidade de Minas Gerais (1996). He works as a research fellow for IPEA since 1996: He was General Coordinator of the Secretary of Foreign Affairs in the Ministry of Public Works, Industry and Foreign Trade of Brazil in 1999, Director and Vice-president of the IPEA from 2005 to 2007. Member of the Administration Council at FINEP in 2008-2009 and 2010-2011. He coordinated several studies on the Brazilian industry, with emphasis on technological innovation and has published many books on the subject. He has actively participated in the elaboration of the Industrial Policy and the Foreign Trade (PITCE) in 2003 and the Policy of Production Development (PDP) in 2007. He is consultant of the World Bank and the Inter-American Development Bank and coordinated research projects oriented towards the execution of the PDP for the Brazilian Industrial Development Agency (ABDI) and the Export Promotion Agency (APEX). He also coordinated research projects on the evaluation of the National Scientific and Technology Development Fund (FNDCT) for the Science and Technology Ministry of Brazil. He has a vast experience in the area of economics, especially on industry, innovation, technology, firms, and economic integration.

Currently he is Planning and Research Technician at the Instituto de Pesquisa Econômica Aplicada (IPEA) and professor at the Instituto Brasileiro de Mercado de Capitais (IBMEC/Rio). He specializes in institutional economics and politics and political economy, with focus on developing countries. He has held Visiting Professorship positions in Economics, Political Science, and Latin American Studies at Yale, Harvard, and Tel Aviv University, Columbia and UCLA. He has been President (2004-2005) of the Latin American and Caribbean Economic Association. He was recipient of a Guggenheim Foundation Fellowship (2006-2008). He has advised several Latin American governments and international organizations. He has published articles in American Economic Review, American Journal of Political Science, American Political Science Review, Journal of Monetary Economics, Journal of Development Economics, Economics & Politics, Journal of Law, Economics and Organization, Journal of Public Economic Theory, Journal of Institutional and Theoretical Economics, International Economic Review, Journal of Conflict Resolution, International Labor Review among others. His most recent books are How Democracy Works? Political Institutions, Actors and Arenas in Latin American Policymaking (2010), Policymaking in Latin America: How Politics Shapes Policies (2008) and The Institutional Foundations of Public Policy in Argentina (2007).
